FOREWORD
Ilie (.’(.ITT (die International Telegraph and Telephone Consultative Committee) is a permanent organ of the International Telecommunication Union (ITU). ('(.'ITT is responsible for studying technical, operating and tariff questions and issuing Recommendations on them with a view to standardizing telecommunications on a worldwide basis.
The Plenary Assembly of ССТГГ which meets every four years, establishes the topics for study and approves Recommendations prepared by its Study Groups. The approval of Recommendations by the members of СС1ТГ between Plenary Assemblies is covered by the procedure laid down in CC1TT Resolution No. 2 (Melbourne, 1988).
Recommendation E.711 was revised by Study Group II and was approved under the Resolution No. 2 procedure on the 30th October 1992.

In this Recommendation, the expression "Administration" is used for conciseness Io indicate both a telecommunication administration and a recognized private operating agency.

USER DEMAND MODELLING
(revised 1992)
Introduction
ISDN users have various needs for information transfer. Hie user demand, as manifested in lhe user/CPF, interface (see figure la)/E.711], is characterized by an arrival process and by a call duration and/or a quantity of information attached to each arrival.
Through the mediation of the Customer Premises Equipments (CPEs), user demands are translated into call demands for specific telecommunication services in the user-network interface. 'These call demands are modelled in tins Recommendation to allow die characterization of die traffic offered to the layers 1 to 3 of the ISDN.
Based on die call demand modelling, users will be characterized by the generating process of their originating and terminating call demands.
